A Singapore agency will usually quote S$7,000 and up, take one to two months, and bill revisions by the hour once the scope is agreed. You are paying for the account manager, the meetings and the office. Template web shops come in at S$1,500 to S$3,000, deliver a WordPress template in two to three weeks, and expect you to supply all the words.
A good freelancer sits between the two on price and ahead of both on speed, as long as you can talk to the person actually building the site. That is the whole point of hiring one. If your messages are going through someone else, you have hired a small agency.

Yes, though most of my clients are here. Everything happens over WhatsApp and video calls, so location only matters for the time zone.
Three things at kickoff: your rough words, any photos or a logo if you have one, and 15 minutes of decisions on a call. The 3-day clock starts once that's done.
The site is yours: content and accounts in your name, no lock-in. Everyday content you edit yourself in your admin console; bigger changes are ad hoc from S$80.
